‘…We feel that this proposal, due to the two-storey height would cause significant harm to the existing character of the open court area, obstructing importance vistas and sight lines which are inherent in the layout of the court. We believe that the building is not of an appropriate scale, design and massing, looking out of character within the existing context.’
