Tenterden and St Michaels Parking Review

Tenterden and St Michaels Parking ReviewTDRA has taken a detailed interest in the evolving parking proposals, however our members take many different and often opposing views of what the right solution might be. As a result, we feel the best approach is to raise questions at this stage, so that the council can ensure that all concerns are taken account of and so that everyone involved in the consultation can look at the proposals in an informed way.

General Comments Guidance for TDRATenterden and St Michaels Parking Review

  • What is the hierarchy of parking? Where are long, medium and short-term spaces designated?

  • What is the charging strategy?

  • What is the enforcement strategy?

  • What is the review period to see what has happened after implementation? Will funding be available to sort out problems?

  • Where might people want to park if they can't park where they currently do? Look at a 15-minute walk time; say 900m, to destinations such as shops schools and businesses. Commuters will walk this far and will park their car for free if they can save the £500 pa cost of an Ashford space. Look at footpath linkages to areas of high demand that might not be obvious parking areas

  • What are the boundary effects where the parking regime changes?

  • Is the objective to stop commuters parking all day, ensure a rapid turnover of spaces to maximise their availability (High Street and St Michaels), or to accommodate residents? What about residents' visitors and tradesmen? We think that there are areas where the proposed controls are too draconian.

  • How can parking on the greens and verges be stopped?

  • Do we want front gardens to be turned into parking bays?

  • Is there a road safety hazard that could be mitigated by parking and parking controls? (This seems to have been considered at Rogersmead and in many purely residential areas where "junction protection" has been suggested to prevent cars parking within visibility splays at junctions - is it necessary? Is there a problem at present? Is there somewhere else for people to park? Can parking contribute to road safety by slowing down vehicles?

  • How is the vast 200 space Private Non Residential (PNR) parking stock of Tesco to be accommodated in the numerical analysis? Have they been consulted regarding their own charging policy? Whilst this is currently free to customers, they may find that non-customers use this free car park through displacement

  • Is there too much parking on the High Street? Should the High Street parking be parallel only? Is the existing situation where cars have to reverse out into the A28 trunk road safe?

  • Is the restriction on residents parking till 10pm too late? How are visitors catered for - there was discussion of a voucher scheme for them - cost?

  • Should the informal park-and-ride system that has developed along points north on the Ashford Road and is active in late afternoon and early evening be encouraged? The parking is on the local side roads and unnecessary restrictions in these areas would discourage this activity. The system is used by elderly residents from the periphery of Tenterden who like to be close to a bus stop and find the downtown car parks remote and gloomy at night.

  • Are more bus shelters needed? The healthcheck identified a number of locations for these, particularly near the concentrations of sheltered housing and bungalows.
